IUBILATE DEO OMNIS TERRA PSALMUM DICITE NOMINI EIUS. Lapide: Psalm 65 — "Sing joyfully to God, all the earth, sing ye a psalm to His name." The universal call to liturgical praise. Lapide: "psalmum dicite" — sing a PSALM (not merely a hymn of one's own composition): the inspired prayers of the Psalter are the model and norm of all Christian praise. The Church's use of the Psalms in the Divine Office ensures that human prayer is always normed by divine inspiration.
