DIXIT INIUSTUS UT DELINQUAT IN SEMETIPSO. Lapide: Psalm 35 — the wickedness of the impious. "The unjust hath said within himself that he would sin." Lapide: sin begins in the heart, in the interior dialogue of the will with itself. The wicked man "says" (dixit) — he makes an interior resolution to sin, the complete opposite of the psalmist who "blesses God at all times." Lapide: "non est timor Dei ante oculos eius" (there is no fear of God before his eyes, v.2) — Paul quotes this in Romans 3:18 as the root of all sin.
