Verse 3
He did that which was right before the Lord according to all that Azarias his father had done. Lapide: Though the text says Azariah (Uzziah) did right, the excelsa (high places) were not removed. This is a recurring refrain in Kings: even the best of the kings of Judah fell short of complete reform. Lapide notes this to teach that partial reform is not sufficient; Josiah alone is praised as having turned to God with his whole heart.
